Louisiana business funding in 2026
What actually exists, what quietly ended on 30 June 2025, and why the honest answer is that most of the money is lending support rather than grants.

Most Louisiana grant lists you will find are out of date, and not by a little. Six state incentive programs were switched off on 30 June 2025, and plenty of sites still list them as open.
This page separates what ended, what replaced it, and what a small Louisiana business can realistically get today. The honest headline is that almost none of it is a grant. It is lending support, certification and free expertise, which is less exciting and considerably more useful.
What ended on 30 June 2025
Louisiana sunset a block of Economic Development incentive programs as part of the 2024 and 2025 tax reform, with the intention of replacing them with fewer, better targeted ones. Applications submitted before the deadline can still earn credits under their existing contracts, but nothing new can be granted.

What replaced them
High Impact Jobs Program
Reimbursable grant on qualifying wagesCreated by Act 372 of the 2025 Regular Session and effective from 1 July 2025. It pays a percentage of annualised wages for new jobs that are created and retained, where those jobs pay above the parish average wage and come with a basic health plan. Contracts run three years with a two year renewal option.
The design point is deliberate. Quality Jobs rewarded the number of jobs. This rewards what they pay. Louisiana Economic Development said it would not issue a first grant until on or after 1 July 2026, so it is only now becoming real.
Who it suits employers adding skilled, well paid roles, not a first hire at the going rate
Borrowing, which is where the real money is
Louisiana runs five financing programs under the federal State Small Business Credit Initiative, branded Louisiana Opportunity Capital. None of these hand you money. They make a bank say yes when it otherwise would not, which for most small businesses is the actual problem.
Loan Guaranty
Up to 80 percent guaranteed, $1.5 million maximumThe state guarantees part of a bank loan to a Louisiana small business with start-up or expansion needs, so the lender carries less risk.
Use it when the bank likes you but not your risk profile
Collateral Support
Up to $250,000 cash collateral, $1 million maximum loanThe state pledges a cash collateral account against your loan where you are short on security. Common for service businesses with no property to pledge.
Use it when the deal fails on collateral, not on cash flow
Micro Lending
$1,000 to $100,000A revolving loan fund for very small businesses starting or expanding. TruFund Financial Services is administering $2 million of it, with applications opening 31 July 2026.

Seed Capital and the Louisiana Growth Fund
Equity investmentTwo equity programs rather than loans. Seed Capital invests in start-up and early stage companies in exchange for investor involvement. The Growth Fund invests directly in high growth, scalable Louisiana start-ups.
Use it when you are building something that scales, and you are willing to give up part of it
Certifications that open the state’s chequebook
Louisiana spends heavily with private businesses. Two certifications put you in front of that spending, and both are free to apply for.

Access to state contractingA certification that gives eligible small businesses better access to state purchasing and contracting.
You qualify if your principal place of business is in Louisiana, you have fewer than 50 full time employees, average annual gross receipts are no more than $5 million, or $10 million for construction, and the business is independently owned and operated

Free training plus procurement accessCertification that comes with funded business and management development: entrepreneurial training, marketing, accounting, legal and industry specific help. Certified businesses are also considered for state procurement.

The tax changes that are worth more than most grants
Two structural changes affect every Louisiana company, and neither requires an application.
Corporate income tax became a flat 5.5 percent from 1 January 2025, replacing the old graduated rates. And the corporate franchise tax was repealed from 1 January 2026. That franchise tax was levied on a corporation’s capital rather than its profit, so it hit companies that were investing. Its removal is worth more to many businesses than any credit they were ever going to win.
The part nobody says out loud
There is almost no such thing as a free small business grant in Louisiana. The pages promising lists of them are, with few exceptions, selling something or harvesting your email. What exists is real but it is shaped differently: loan support that makes a bank say yes, certifications that put you in front of state spending, free advice from people paid to give it, and tax changes you get automatically.
The practical order for most businesses is: take the free advice first, get certified if you sell anything the state buys, and go to the capital programs when you have a specific deal a lender is hesitating on. Chasing grants is usually the least productive thing you can do with the same hours.
